Sunderland City Council operates parking enforcement under the Civil Parking Enforcement legislation in accordance with the  Traffic Management Act 2004.

Parking Charter 

The council has produced the Sunderland Parking Charter which is designed to help you park conveniently and lawfully in Sunderland and avoid the likelihood of you receiving a penalty charge notice.

This charter and guidance aim to help you when parking in council controlled public car parks and other parking places within Sunderland. It explains where you may or may not park and the consequences of parking in inappropriate places.

Our transport priorities are to improve safety, accessibility and air quality and to reduce congestion. Our parking facilities and the way we manage them contribute to achieving these priorities, and it is important therefore that they are appropriately controlled.

The charter and guidance set out how we go about enforcing the parking rules. Our rules are fair but firm and our aim is to assist you to park, pick up, set down, load and unload conveniently and lawfully.

Annual Report

The council produce a report on an annual basis, the aim of the report is to demonstrate that the council is operating a civil parking enforcement scheme satisfactorily and transparently that is regularly reviewed.

Transparency Code

The transparency code is produced on an annual basis but has to be published by the end of the financial year. The report covers Parking Services estimated outturn position and the on and off street facilities the Council has available.

PATROL (opens new window)

The council is a member of the Parking and Traffic Regulations Outside London ( PATROL).

The PATROL website (opens new window) provides information about the enforcement of parking tickets as well as parking and bus lane regulations for councils in England (outside London) and Wales that are in the civil enforcement scheme.

It also includes direct links to local information via council websites as well as other relevant links and a step by step guide to the enforcement process.

Traffic Penalty Tribunal (TPT)

The Traffic Penalty Tribunal (opens new window) consider appeals against penalties issued for parking, bus lane and moving traffic contraventions in England (outside London) and Wales as well as penalties issued for failing to pay a charge at the Dartford river crossing.

The Traffic Penalty Tribunal comprises individually appointed independent adjudicators and a small team of administrative staff who work on their behalf.
